What is a DP (Development Plan)?
🔹 What is a DP (Development Plan)?
- A statutory land-use plan prepared by the local planning authority (Municipal Corporation, Council, or Development Authority).
- Created under the Maharashtra Regional and Town Planning (MRTP) Act, 1966.
- It defines how land within the city will be used and developed for the next 20 years.
Think of it as the blueprint of the city’s growth.

- Green zones, no-development zones

- Even if road doesn’t exist today, future construction must keep land reserved.

- TDR (Transfer of Development Rights) allowed where land is acquired for DP purposes.
🔹 How a DP is Made
- Draft DP prepared → published for objections & suggestions.
- State Government approval → final DP published.
- Binding on all development permissions (building plans, layouts) in that city.
🔹 Why is DP Important for Buyers?
- If you buy land/building on a DP Road → you may lose land when road is widened.
- If land is DP Reserved (for school/hospital/park) → you cannot construct freely.
- Helps check whether the plot is in residential/commercial/green zone before purchase.

- 24 m wide DP Road across certain areas.
- Plots reserved for metro stations.
- Green belts where no construction is allowed.
If you’re buying land in Pune, you must check DP sheets at PMC/PCMC office to avoid buying land that’s reserved or on a DP road.
